JULIA'S MESSAGE
Inspired by my parents’ dream and grounded in the values of Service, Opportunity,
and Community.

As the daughter of immigrants, I learned early that hard work, humility, and service are the foundation of a meaningful life. My parents taught me that true success is not measured by what we gain, but by what we give back. Their sacrifices shaped my purpose, and their example continues to guide my service every day.
I carry their story with me in everything I do, for our families, our children, and the future of our community.
I didn’t enter public service to be comfortable, I entered it to serve.
More than 25 years ago, I began my journey in education with a simple belief: every child deserves opportunity, every family deserves support, and every community deserves a leader who listens. That belief has guided my work as an educator, instructor with one of the nation’s largest educational nonprofits focused on early childhood education and professional development, and as a Senior Program Manager and Policy Analyst within a major hospital-affiliated foundation, where I led initiatives advancing healthcare access and equity. I have also served as a director of an early childhood education program, a school board member, and now as your Councilwoman for the City of El Monte.
This community is not just where I serve, it is where I have built my life, raised my commitment, and dedicated my voice. I have seen firsthand the hopes of parents, the resilience of our small businesses, and the strength of neighborhoods that continue moving forward even through challenges.
Throughout my service, I have worked hand in hand with families, schools, local organizations, neighboring cities, and regional partners across the San Gabriel Valley to protect our youth, strengthen education, and address the challenges of addiction through prevention, awareness, and collaboration. I have always believed that when we come together, there is no challenge too great for a united community.
As your Councilwoman, I have remained committed to being present, not just in City Hall, but in our neighborhoods, at community events, with our students, seniors, and local businesses. Together, we have made progress by investing in safer neighborhoods, supporting youth and family programs, improving community spaces and parks, strengthening public safety partnerships, supporting local small businesses, and expanding opportunities for civic engagement and community voice.
Now, I am asking for your continued trust.
Not because the work is finished, but because it is not.
Together, we can continue building a stronger, safer, and more connected El Monte. A city where our children can dream without limits, our neighborhoods remain safe and vibrant, our local businesses can grow and thrive, and every resident feels seen, heard, and valued.
This campaign is not about me. It is about us. It is about what becomes possible when a community believes in its own strength and refuses to give up on its future.
I am proud of what we have accomplished together, and I am ready to keep working, keep listening, and keep delivering for the people of El Monte.
